In a major crackdown on examination fraud, the Department of State Services (DSS) and the Nigerian Police Force have arrested more than 20 suspects linked to the hacking of the 2025 Unified Tertiary Matriculation Examination (UTME) computer-based test (CBT) system.
The UTME, conducted by the Joint Admissions and Matriculation Board (JAMB), is a critical gateway into Nigeria’s higher education system. According to security officials, the suspects used advanced cyber tools to infiltrate JAMB servers and illegally access sensitive examination content.

“This goes beyond exam malpractice — this is organized cybercrime,” said a top security official involved in the operation. “We are confronting a sophisticated network that sought to compromise the integrity of a national exam.”
Although JAMB has yet to release an official statement, sources within the board suggest that sweeping reforms and tighter cybersecurity measures are in the pipeline to prevent future breaches.
Authorities say more arrests are imminent as investigations expand, stressing a firm stance against all forms of examination fraud.
